Republic Act 9184, otherwise knowns as the Government Reform Procurement Act, and its 2016 Revised Implementing Rules and Regulations (IRR) provide for the building blocks of a sustainable , effective, efficient, responsive, and robust public procurement system is the professionalization and continuing capability and capacity building of the Bids and Award Committees (BACs), the BAC secretariats, Technical Working Groups (TWGs) of procuring entities, other government procurement officers, and employees directly or indirectly involved in public procurement including private suppliers, contractors, and service providers.
To pursue its mission of continuous capability building of government procurement officers, the Government Procurement Policy Board Technical Support Office (GPPB-TSO) is collaborating with Central Luzon State University through its constituent units in offering the Certified Public Procurement Specialist Course program.
The aim of the program is to produce certified procurement specialist and practitioners imbued with the required body of knowledge, skills sets, and right attitudes and behavior for public procurement. With professional staff in procurement, operational excellence and quality results from the procurement system should be a natural expectation.
