HRB-PHIL. WELDING TRAINING AND ASSESSMENT CENTER, INC. is located at South Super Highway West, Marcelo Green Village, Parañaque City. The company was conceived by Henry S. Papel (Philippine Welding Society/PWS member, Certified Welding Inspector and Qualified Welding Fabricator) to establish a technical and vocational training center that provides quality training which infuses work ethics in its course curriculum.

HRB-PHIL. applies Competency Based Training System wherein the unit of progression is mastery of specific knowledge and skills and is a leaner/participant centered. The management believes that learners build their confidence as they succeed in mastering each competency.
