As the coronavirus pandemic takes its grave toll, public health agencies, enterprises, and individuals have reacted with unprecedented steps in both human life and livelihood. The Philippine government and its agencies placed limits on travel and processes for health monitoring and reporting in order to protect people's health. These systems, including contact-tracing and self-reporting applications, some personal health information recording and transmission, emphasize the increasing significance of data privacy and security in this crisis. Although certain public-health initiatives do not require data collection, some could breach the safeguards that protect the personal data of individuals. On the horns of a dilemma, government officials and corporations can, so to speak, contemplate steps to minimize the spread of the virus, which could meanwhile dramatically limit the rights of the people whose lives they are trying to protect. Personal freedom has been compromised by the steps adopted to restrict the reach of the virus in three basic areas:

Personal movement limitations, including physical distance, public meeting restrictions, quarantine, isolation, and lockdown
Health monitoring, including COVID-19 testing, temperature testing, health assessments by the public and private sectors, public authorities and internal corporate reporting

Health tracking by both government and private firms, including manual and automated tracking and contact-tracing systems
The affected communities are well known and helped by many of the security steps that governments are taking in these regions. However, questions about their intrusiveness on personal privacy and potential consequences are being raised. Government and corporate-privacy officers, often without explicit instructions from regulators, struggle to balance security controls and privacy protection. Moreover, systemic cyber threats are present in the COVID-19 operating environment, in addition to the risks presented by the handling and processing of personal data. Companies had to quickly set up remote operations with offices closed and workers working from home. Numerous employees may now be using unsecured computers with lower standards of security than those maintained in corporate or institutional networks, and internet communications.

The 5th Data Privacy Summit intends to partner with organizations in maintaining their data sensitivity amidst the pandemic. Aligned with the Data Protection Act of 2012, the conference intends to raise awareness on stringent privacy and data security guidelines and new requirements for data subjects' rights. The summit also acknowledges the need to balance two goals during the pandemic: protecting public health on one hand and safeguarding personal privacy on the other.
